The UAE is a listed country for Great Britain, so no rabies blood test is needed. The sequence is microchip, rabies vaccine, a 21-day wait, a Great Britain pet health certificate issued within 10 days of arrival, and for dogs a tapeworm treatment 24 to 120 hours before arrival. Pets arrive as cargo on an approved route.

Cabin or cargo, and who will take which breeds
Pets arriving in Great Britain by air must travel as cargo unless on a private charter or as an assistance dog. From Dubai that means Emirates SkyCargo or a partner carrier into an approved route such as Heathrow. Snub-nosed breeds are refused by Emirates SkyCargo outside November to April, and the Heathrow Animal Reception Centre handles clearance on arrival.

The tapeworm window
The dose has to land no less than 24 hours and no more than 120 hours before arrival, and be written on the certificate with the time. Book the vet visit against the arrival time, not the departure time.
The 10-day certificate
The pet must enter Great Britain within 10 days of the Great Britain pet health certificate being issued and endorsed. A weekend, a public holiday or a delayed endorsement eats that window fast.
A vaccine before the chip
If the rabies vaccine was given before the microchip, it does not count. The vaccine is repeated and the 21-day wait starts again.
