From Dubai, cats and dogs fly as manifested cargo on Emirates SkyCargo (minimum age 15 weeks, snub-nosed breeds only November to April). Great Britain and Australia require cargo arrival; the USA and India allow cabin travel on some carriers, subject to the same government entry rules.

Which airline allows pets in the cabin from Dubai?

Not Emirates, except assistance dogs. Some carriers via a European or Asian hub accept small pets in the cabin to India or the USA; confirm in writing before planning around it.
